VoIPNuke.com tipped me off to this story about the US DSIA going to a VoIP mindset. In some ways this could be good for MCI, one of the biggest government suppliers for IP network services. It also may be good for Level3 as they have been making in-roads in that direction of late and my end up with a piece of the pie.
