Fincora, the Finnish Communications Regulatory Authority has taken a stance that Skype falls under their jurisdiction and ruling ability with respect to Skype In and Skype Out.
What the implications are around this are unclear as Skype is not the carrier, but a marketer and technology supplier. My guess is the Fins have a different view and through this circular logic are starting to bring Skype, and other voice communications services under their control.
So far, no official comment from Skype and none of the Skype team in London seemed to be available to comment. Hopefully their USA counterparts will be available later today.
