Skype is claiming two carriers are now signed to enable termination to any phone in the USA. Who they are is anyone’s guess. It could be one of the next gen carriers like Level3 or Global Crossing, or it could be QWEST. All three have lots of dark fiber that needs filling. Or it could be a lesser known carrier/provider who has capacity from other carriers, like BigZoo.net which already has service agreements in place with major carriers. Then there are underlying carriers like iBasis or ITXC.
Time will tell.
