Rich has a good story about the current and near term efforts of Covad, but he missed one area where they are moving big into.
WIMAX.
WIMAX will let Covad bypass the incumbent telcos completely to deliver high speed Internet to the premise, and wireless end up being a lot less to install than wired based services.
